BW Healthcare Surveyors COVID-19 UPDATE

We have had several requests from practices regards how the current unprecedented situation will affect Notional Rent reviews and other premises matters moving forward. We have therefore put together the following FAQs regarding BW Healthcare Surveyors services and DV’s (District Valuers) procedures during COVID-19.

Are BW Healthcare Surveyors still operating?

Following the outbreak of the Novel Coronavirus (COVID-19), declared by the World Health Organization as a “Global Pandemic” on 11 March 2020, and the subsequent UK wide ‘lockdown’ and social distancing measures that have been implemented, BWHS have taken the decision to cease all property inspections and for staff to work remotely from home. This decision will be reviewed regularly in line with any changes to Government and RICS guidance.

Despite the above we are still open for business and our team is available to support your practice with any premises matters you may have during this crisis. We can be contacted via our usual email and phone numbers.

What will happen with my ongoing challenge?

From our Company perspective this will continue as normal. We are still progressing and concluding challenges with DVs who are also working from home and see no reason why this should change.

Will my Notional Rent still be reviewed?

Yes, is the short answer but expect delays as workloads increase and resources decrease.

Following RICS Guidance, Inspections of Primary Care Premises by DVS valuers are suspended until further notice but NHS England & NHS Improvement central primary care estates team and DVS appear to have agreed that valuations of premises will still take place, but by way of desktop reviews (where possible), without a further inspection of the premises taking place.

This means no District Valuer inspections will be taking place until further notice.

However, you should still receive the District Valuers Report (CMR6) based on the previous inspections, reviews undertaken by the DVS and your submitted CMR1 form.

Should I be instigating a new challenge to my Notional Rent?

This will have to be dealt with on a case by case basis and consideration will be made to the current market uncertainty. Consequently, a higher degree of caution should be attached to any assessment and subsequent challenge. Given the unknown future impact that COVID-19 might have on the real estate market, we recommend that you seek professional advice prior to instigating any challenge to your notional rent.
